An activation fee is a one-time charge applied when a mobile service is started, reactivated, or transferred from another operator. It is separate from the monthly plan price and often reflects the cost of provisioning the SIM, setting up the subscriber record, and handling number portability or device checks.
In cyber security, activation fees matter because they sit inside the account-onboarding path, where identity verification and service activation must be controlled correctly. Weak activation workflows can be abused for fraud, such as unauthorized line openings, SIM-swap style account takeovers, or disputes that distract support teams. Defenders look at the full activation process: authentication, billing rules, audit logs, and transfer approvals. A fee alone does not stop attacks, but clear activation controls help reduce misuse and make suspicious changes easier to spot.
