Adoption theater

A situation where people appear to embrace a new system but keep doing the old work underneath.

Adoption theater is the appearance of embracing a new system while the old workflow continues underneath. In cyber security, this happens when an organization announces a control, policy, or platform as “deployed,” but people keep using exceptions, manual bypasses, shadow tools, or legacy processes. The metric looks good; the behavior does not change.

This matters because attackers usually benefit when security exists only on paper. A company may claim MFA, logging, or EDR coverage, yet leave gaps in enforcement, alert review, or privileged access. Defenders also use the term for weak rollouts: training completed, dashboards green, but phishing clicks, insecure defaults, and risky admin habits remain. Real adoption means changing roles, workflows, and accountability so the new control actually alters how work gets done.
