Bollinato

a budgetary clearance mark indicating the financial review stage has been completed.

Bollinato is a budgetary clearance mark showing that a document has passed financial review. In practice, it means the finance-control stage is complete and the proposal can move to the next approval step, such as legal, executive, or parliamentary examination. It is an administrative status, not a technical security control.

In cyber security, this matters because funding gates determine whether defenses are actually deployed. A project may be fully designed, but without a bollinato it cannot proceed to procurement, staffing, or implementation. Attackers sometimes exploit these delays indirectly, since slow approvals can leave systems underprotected. Defenders and auditors therefore watch clearance markers closely: they show where a security plan is waiting, who has signed off, and whether a budgeted control is ready to be executed. In government and defense settings, that chain of approval can be as important as the technology itself.
