Budget-neutral decree

A legal measure introduced without extra funding attached to it.

A budget-neutral decree is a legal measure that adds or changes duties without attaching new funding. In practice, the agency or ministry must absorb the extra work with existing staff, systems, and procedures. This can be efficient on paper, but it often shifts the real cost into workload, delayed implementation, or reduced attention to other responsibilities.

In cyber security, budget-neutral mandates matter because enforcement depends on operational capacity. New rules for AI oversight, incident reporting, or compliance checks are only effective if teams can maintain inventories, review logs, track vendors, and handle audits. When resources do not match the mandate, defenders may miss gaps, while attackers can benefit from slow oversight and inconsistent controls. The term therefore describes not just a legal choice, but a practical constraint on how well security policy can be carried out.
