Capital Markets Union

An EU initiative aimed at making capital flow more easily across member states.

Capital Markets Union is an EU policy effort to make it easier for money to move across member states, so companies can raise funding from a wider pool of investors instead of relying only on local markets. The goal is to reduce fragmentation in financing rules, improve access to capital, and support cross-border growth.

In cyber security, this matters because fast-growing vendors, incident-response firms, and critical-infrastructure suppliers often need funding to scale defenses, hire specialists, and expand into new markets. A more integrated capital market can help security startups survive long compliance cycles and invest in better tooling. Fragmented capital markets, by contrast, can slow procurement, limit competition, and leave defenders with fewer choices. Attackers also benefit when weakly financed firms cannot modernize quickly, making capital access an indirect but real part of security resilience.
