Change saturation occurs when too many changes or new demands arrive at once, exceeding a team’s capacity to absorb them while continuing its regular work. It is a workload and attention constraint, not necessarily a sign that employees resist change or lack commitment.
In cybersecurity, saturation can affect security transformations, control rollouts, incident-response processes, or required training. When the same staff must handle these changes alongside daily responsibilities, testing, readiness tasks, and implementation can slip. Defenders can reduce the risk by sequencing work, accounting for actual staff availability, limiting unnecessary meetings, and using dashboards or flexible training to communicate updates without crowding out delivery.
