A civil registry is a government system that stores official identity and status records for residents, such as names, addresses, birth data, citizenship, and national identity numbers. These records are trusted by banks, public agencies, and employers, so they often become a source of truth for many other systems.
In cyber security, civil registries matter because they are high-value targets and high-impact data sources. Attackers may try to steal the records directly, but they can also abuse legitimate query access, weak approvals, or poor monitoring to pull data at scale. When compromised, registry data can support identity theft, impersonation, phishing, and account recovery abuse. Defenses focus on least privilege, purpose checks, strong logging, anomaly detection, and tight review of bulk lookups and unusual access patterns.
