Compliance documentale is a control style that focuses on collecting policies, forms, approvals, and logs as evidence of compliance. The problem is that documents can show that a file exists without proving that the underlying process was followed correctly. In practice, this creates a gap between recorded compliance and real operational security.
In cyber security, document-only compliance matters because attackers often exploit weak processes, not just weak paperwork. A company may have incident response plans, access review forms, or risk assessments on file, yet still fail to enforce them consistently. Defenders need more than stored records: they need traceable workflows, audit trails, and repeatable checks that show who did what, when, and why. Good security programs use documentation as proof of control, not as a substitute for control.
