Crisis deconfliction

Communication channels designed to reduce misunderstanding and escalation between rival military forces.

Crisis deconfliction is a communication mechanism used by rival military or security forces to prevent routine contact, sensor alerts, or ambiguous actions from being misread as hostile intent. It usually includes hotlines, liaison channels, agreed reporting procedures, and rules for when to escalate or clarify an event. In cyber security, the idea matters because fast-moving digital activity can look like preparation for attack even when it is testing, monitoring, or automated response.

Deconfliction helps limit accidental escalation when malware is detected near critical systems, when network scans are mistaken for intrusion, or when AI-assisted command tools trigger warnings too quickly. It is a compensating control, not a replacement for technical safeguards: defenders still need logging, authentication, change control, and clear abort authority. In practice, crisis deconfliction supports incident response by creating a trusted path to say, “this activity is ours,” before defensive or military systems react to the wrong signal.
