Cyber strategy

A formal plan that sets priorities and methods for dealing with cyber threats.

A cyber strategy is a formal plan that sets priorities, responsibilities, and methods for handling cyber threats. It tells an organization or agency where to focus effort: prevention, detection, incident response, recovery, intelligence sharing, or active disruption of adversaries.

In cyber security, strategy matters because threats are constant and resources are limited. A clear strategy helps teams decide what data to collect, how to preserve evidence, when to escalate, and which partners to involve. In real attacks, it shapes whether defenders respond only to an intrusion or also share indicators of compromise, logs, and timelines so others can block the same activity. Good cyber strategy also supports victim assistance and coordination, making it easier to turn raw incident data into actionable defense. Without it, organizations often react case by case, which slows response and weakens follow-through.
