Dormant Emergency Bank (DEB)

a standby concept intended for emergency use.

A Dormant Emergency Bank (DEB) is a standby financial capability prepared in advance for emergency use. It is not a normal operating bank; instead, it is a preplanned fallback designed to help keep essential payment functions running when the primary financial system is unavailable or under severe stress. The “dormant” part means it stays inactive until specific activation conditions are met.

In cybersecurity, a DEB matters because payments depend on trust, connectivity, and controlled processing. Attacks such as ransomware, destructive malware, denial-of-service, or compromise of core infrastructure can interrupt those dependencies. A DEB is a resilience measure: it gives authorities a governed backup path for settlement and payment continuity, with clear activation rules, access controls, and auditing. Its value comes from being available without being improvized, while remaining constrained enough to avoid becoming a new security risk.
