Dual-use capabilities

Features that can support both legitimate defense work and harmful abuse.

Dual-use capabilities are technical features that can help defenders do legitimate security work, but can also be misused to support attacks. In cybersecurity, the same tool, model, or technique may be valuable for code review, threat hunting, vulnerability analysis, or incident response while also being capable of generating phishing content, malware ideas, exploit workflows, or evasive instructions.

This matters because security is not only about what a system can do, but who can use it and under what controls. Organizations often manage dual-use risk with role-based access, logging, approval workflows, content filters, and strict usage policies. In real environments, defenders may rely on dual-use systems for red-teaming and secure development, while attackers try to abuse the same capabilities at scale. Treating a feature as dual-use helps teams assess misuse potential early and design guardrails before release or deployment.
