A dual-use system is a tool or capability that can be used for legitimate work and for harmful misuse. In cyber security, this often describes software, automation, or AI that can help defenders analyze logs, write code, or test controls, while also being repurposed to scan targets, generate exploit code, or automate phishing and intrusion steps.
This matters because the same features that make a system powerful can also lower the skill barrier for attackers. Security teams treat dual-use tools carefully by limiting permissions, adding logging, isolating execution in sandboxes, and reviewing high-risk actions before they run. In defense, dual-use systems are not banned by default; they are controlled, monitored, and deployed with clear policies so beneficial use stays available while abuse is harder to carry out.
