An eligible employer is a company that satisfies the conditions for accessing a particular fund’s training resources. Eligibility depends on the fund’s rules and may require a valid enrollment, the correct contribution arrangements, and compliance with its application procedures. Paying into a training system alone does not necessarily mean a company can automatically use its funds.
In practice, eligibility is a key administrative checkpoint: an employer should confirm its status with the relevant fund and verify the required steps before planning funded courses. In Italy, for example, contributions routed through INPS to an interprofessional fund do not by themselves guarantee that a company can finance training. Unclear ownership or incomplete paperwork can leave resources unused. This is not a cyber vulnerability, but access to training can support security readiness by helping staff learn to handle data and use AI tools safely.
