Equality monitoring

The collection of workforce diversity data to assess representation and support compliance with equality duties.

Equality monitoring is the collection of workforce diversity data so an organisation can assess representation and meet equality duties. These records may include sensitive fields such as ethnicity, disability status, religion or belief, sexual orientation, language ability, or caring responsibilities. Because they describe personal characteristics, the data is often treated as special-category information and needs stronger handling than ordinary HR details.

In cyber security, equality-monitoring data matters because it is both useful and highly sensitive. It is commonly stored in HR platforms, survey tools, or spreadsheets exported for reporting, which can create a large disclosure surface if files are shared too broadly, left in insecure locations, or published without review. Defenders should apply data minimization, strict access control, logging, retention limits, and separate handling for special-category fields. Attackers and insiders may target these records for privacy harm, extortion, profiling, or accidental exposure through weak file-sharing workflows.
