Fiscal incidence is the actual economic burden of a tax: the person or business that really pays after prices, margins, and fees adjust. That can differ from the legal payer named in the rule. In digital commerce, a platform may be responsible for reporting or remitting a levy, but the cost can be absorbed by the seller, passed to the buyer, or shared across the supply chain.
This matters in cyber security because tax logic is embedded in payment, billing, and compliance systems. If a pricing engine, invoice workflow, or transaction log is altered, the burden can be shifted incorrectly, creating financial loss, audit risk, or a fraud opportunity. Attackers may abuse weak controls to manipulate fees or checkout totals, while defenders use strong access control, reconciliation, and immutable logs to verify who actually bears the cost. Understanding fiscal incidence helps security teams spot where a “legal” charge becomes a real operational and financial exposure.
