ICAO 9303

The international standard framework for machine-readable travel and identity documents.

ICAO 9303 is the international standard that defines how machine-readable travel and identity documents are structured, including passports and other credentials that use machine-readable zones, chips, and standardized facial images. It helps different countries and systems interpret the same document data in a consistent way.

In cyber security, the standard matters because it turns identity data into a controlled security object, not just a picture or text field. Defenders use ICAO 9303 rules to validate document format, check image quality, compare biometric data, and detect tampering or inconsistent issuance. Attackers may try to exploit weak capture, poor image handling, or noncompliant document generation to create forged or mismatched identities. Strong enrollment and traceable capture reduce those risks.
