Industrial base

the manufacturing capacity and skilled workforce needed to produce strategic equipment.

The industrial base is the manufacturing capacity, specialized suppliers, tooling, test facilities, and skilled workforce needed to produce strategic equipment such as satellites, aircraft, weapons, or critical infrastructure components. It is more than a factory count: it includes the know-how, quality processes, and supply-chain depth required to build complex systems reliably.

In cyber security, the industrial base matters because attackers often target the organizations that make things, not just the finished product. Stealing engineering files, sabotaging production systems, or disrupting suppliers can delay delivery, weaken trust, or force a redesign. Defenders protect the industrial base with strong identity controls, segmented networks, secure engineering repositories, supplier vetting, and monitoring of operational technology. In strategic sectors, preserving the industrial base is also a resilience issue: if the workforce, tooling, or trusted data pipelines are compromised, recovery can take far longer than restoring a single server.
