IRGC-CEC

The IRGC Cyber-Electronic Command referenced in U.S. reward and sanction materials.

IRGC-CEC stands for the IRGC Cyber-Electronic Command, a name used in U.S. reward and sanctions materials for an Iranian state-linked cyber command structure. It refers to a military-style organization rather than a single hacking team, with personnel, tooling, and tasking that can be shared across multiple operations.

This matters in cyber security because command-layer entities often coordinate phishing, malware deployment, and access against exposed systems, especially in critical infrastructure and industrial environments. Defenders use the term as an attribution and hunting anchor: it helps cluster related infrastructure, spot repeated tactics, and build detections around known tradecraft such as spear phishing, reuse of compromised accounts, and attacks on remote access or OT assets. Public naming also increases pressure on operators by making their identities and workflows easier to map. In practice, IRGC-CEC should be treated as a threat-model label that points to likely state-directed activity, not as proof of any single incident by itself.
