Ordinary architecture

The standard institutional framework used for regular state functions.

Ordinary architecture is the standard institutional framework a state uses for routine public functions. In cyber security, the term matters because it shows where cyber responsibility sits inside normal government structures, such as defence, law enforcement, or civilian agencies, rather than in a special ad hoc body.

This distinction affects coordination, authority, and speed of response. When cyber duties are placed within ordinary architecture, agencies can have clearer roles for detection, escalation, and crisis management. In attacks, that helps reduce confusion over who leads, who advises, and who approves action. In defence, it supports predictable chains of command and helps prevent overlapping mandates. The term is often used in legal and policy texts to signal integration: cyber issues are treated as part of everyday state administration, not as exceptional exceptions.
