Partial Connectivity Loss

A degraded internet state where some traffic or access still works, but service is interrupted or unreliable.

Partial connectivity loss is a degraded network state where some internet traffic still passes, but access is unreliable, slow, or limited to certain services, routes, or users. Unlike a total outage, the problem may affect only one provider, region, or upstream path while other connections continue to work.

In cyber security, this matters because attackers and defenders both care about availability. A partial loss can be caused by physical damage to data centers or links, routing failures, power disruption, congestion, or targeted attacks against shared infrastructure. For defenders, it is often a warning sign that redundancy, failover, and monitoring need attention. For attackers, it can be a useful effect even without full shutdown, because degraded service can disrupt communications, slow recovery, and hide the full impact of an incident.
