Personal Information Protection Act (PIPA)

South Korea’s privacy law framework for handling personal data and breach obligations.

The Personal Information Protection Act (PIPA) is South Korea’s main privacy law for organizations that collect, use, store, or share personal data. It sets rules for lawful processing, data minimization, security safeguards, retention limits, and breach notification. In practice, PIPA treats personal data protection as both a legal and technical duty, not just a policy issue.

In cyber security, PIPA matters because a breach can trigger regulatory review, fines, and mandatory response steps. Defenders use it as a framework for access control, encryption, logging, vendor oversight, and incident response planning. Attackers target systems covered by PIPA because they often contain identity, billing, and account data that can be used for fraud or extortion. When an incident occurs, organizations must prove that controls worked and that exposure was handled quickly and responsibly.
