Personal Information Protection Commission (PIPC)

South Korea’s privacy regulator with enforcement authority over data protection violations.

The Personal Information Protection Commission (PIPC) is South Korea’s national privacy regulator. It enforces the country’s personal data protection rules, investigates suspected violations, and can issue administrative penalties, corrective orders, and guidance to organizations that mishandle personal information.

In cyber security, the PIPC matters because data breaches are not only technical failures but compliance events. It may review how data was collected, stored, accessed, logged, encrypted, and reported after an incident. Telecoms, hospitals, platforms, and other large data controllers often face scrutiny when access controls are weak, monitoring is inadequate, or breach handling is delayed. For defenders, PIPC enforcement makes privacy governance operational: organizations need provable safeguards, incident response, and evidence that controls work in practice, not just on paper.
