PIAO

A planning instrument used in public administration to organize goals, risks, and controls.

PIAO is a planning instrument used in public administration to define goals, risks, controls, and responsibility across an organization. In practice, it helps an agency turn broad policy goals into documented actions such as access control, data protection measures, logging, review procedures, and accountability assignments. It is not a security tool by itself, but it creates the structure that makes security and compliance enforceable.

In cyber security, PIAO matters because weak planning often leads to unmanaged systems, unclear ownership, and inconsistent controls. Attackers benefit when a public office adopts new software or AI services without formal risk assessment or oversight. Defenders use PIAO to record what data may be processed, who can approve use, how outputs are checked, and what happens when something goes wrong. That makes it easier to prevent operational drift, reduce exposure of sensitive records, and prove that controls were designed before deployment.
