Readiness Assessment Methodology (RAM)

A UNESCO tool for assessing how prepared a country is to govern AI ethically and responsibly.

Readiness Assessment Methodology (RAM) is a UNESCO framework used to assess how prepared a country is to govern AI ethically and responsibly. It examines legal, institutional, technical, social, and economic factors to show whether a governance system exists on paper and whether it can be carried out in practice.

In cyber security, RAM matters because AI controls are only useful if they can be verified, audited, and improved. A policy that lacks testing, monitoring, logging, or exception handling may look compliant but still fail under real-world pressure. RAM supports defense by highlighting gaps in oversight, accountability, and risk management before AI systems are widely deployed. It is also useful for evaluating public-sector AI, where poor governance can create security, privacy, and safety risks at scale.
