Tax instrument

A fiscal measure used to influence business behavior through deductions, credits, or relief.

A tax instrument is a fiscal tool such as a deduction, credit, exemption, or relief used by governments to shape business behavior. By changing the cost of an activity, it can encourage investment in approved projects, discourage risky behavior, or reward compliance with policy goals.

In cyber security, tax instruments matter because they often depend on accurate records, digital submissions, and verified eligibility data. That makes them a target for fraud, identity theft, fake documentation, and phishing campaigns aimed at finance teams or small businesses. Defenders also use tax workflows as part of compliance controls: secure portals, strong authentication, audit logs, and validation of claims help prevent abuse. When a tax benefit is tied to technology spending, attackers may try to exploit confusion over eligibility or steal sensitive financial information to file fraudulent claims.
