Technical report

Guidance material that informs practice but is not always a binding requirement.

A technical report is a document that presents technical information, analysis, or guidance to help people make decisions and apply sound practices. Unlike a binding standard or regulation, it may be advisory; whether it creates a requirement depends on how it is adopted or referenced by an organization, contract, or governing rule.

In cybersecurity, technical reports can explain how to address risks that formal requirements do not cover in detail. In operational technology, for example, a report may guide teams on incorporating cybersecurity into the safety lifecycle. Defenders should distinguish its recommendations from mandatory clauses, check the document’s edition and scope, and assess guidance against the actual system and safety requirements before changing controls.
