Tiered-rate

a pricing model that changes by usage band or time slot.

A tiered-rate is a pricing model where the cost changes according to a usage band, threshold, or time slot. Instead of one flat price, the service may charge one amount for light use and a higher or lower amount after a limit is reached. Utility plans, cloud services, bandwidth contracts, and API subscriptions often use this structure.

In cyber security, tiered-rate systems matter because pricing logic is part of the attack surface. If usage accounting is weak, an attacker may try to inflate, hide, or replay metered activity to force incorrect billing or exhaust a customer’s quota. Defenders also use tiered rates as a control: they can slow abuse, separate normal from suspicious consumption, and trigger alerts when traffic jumps into a higher band unexpectedly. Clear tier definitions, trusted metering, and consistent billing enforcement help prevent fraud and reduce disputes.
