Tool authority

Permission for an AI system to use external tools, APIs, or services beyond text generation.

Tool authority is the permission an AI system has to use external tools, APIs, or services instead of only generating text. In practice, this may let an agent search databases, call cloud services, send messages, run scripts, or trigger workflows. The authority level matters because a model with broad tool access can do real work, but it can also cause real damage if it is misused, confused, or compromised.

In cyber security, tool authority is a major control point for both attackers and defenders. An attacker who gains access to an AI agent may abuse its tools to move faster, collect data, or alter systems without directly writing malware for each step. Defenders reduce this risk with least-privilege tool scopes, approval gates for sensitive actions, strong authentication, rate limits, and detailed logging of every tool call. Good tool authority design treats the AI like privileged automation, not a harmless chat interface.
