Very Large Online Platform (VLOP)

A platform category under the DSA subject to stricter oversight because of its reach.

A Very Large Online Platform (VLOP) is a service designated under the European Union’s Digital Services Act (DSA) because it reaches a very large number of users in the EU. That scale brings additional obligations, including regular assessment of systemic risks and measures to reduce them.

Security risks can arise when scams or misleading content spread through ordinary platform features. For a travel marketplace, examples may include fraudulent listings, phishing that exploits booking-related information, or sponsored placements that users mistake for trusted recommendations. VLOP duties push platforms to evaluate such risks and use proportionate controls, such as listing verification, abuse detection and reporting, and clear advertising labels. The designation does not itself mean a platform has suffered a breach or violated the law.
